I suggest you read the piece again, this time more carefully, and following the links.

To summarise: There is a high incidence of birth defects in Fallujah.
US (and UK) forces do use DU munitions.
DU is both chemically toxic and radioactive.
The military are denying that DU was used in Fallujah, but Yoswa contradicts this.

The certain way to resolve this uncertainty is to do a survey on the ground in Fallujah, to find out what radiation counters and chemical analysis shows.
