What does Dave Cameron Mean?


In today's Guardian, we read that Dave Cameron makes this claim in his maifesto :
"We offer a new approach: a change not just from one set of politicians to another; from one set of policies to another. It is a change from one political philosophy to another. From the idea that the role of the state is to strengthen society and make public services serve the people who use them. In a simple phrase, the change we offer is from big government to Big Society."

What does this mean? From the idea of the role of the state is to strengthen society & to...what, exactly? Does Dave not want to make public services serve the peeps who use them?

Maybe the Grauniad has misreported Dave. Maybe it is a subtle, teasing advertising ploy to get everyone interested in the Tory Manifesto when it comes out.

While we are waiting, we can go and put our question to the Shadowy Cabinet on the Conservative website.

I asked them "Is your aim to reduce income inequality, and if so how?"
