Tepco plans to cap the Fukushima site

Tepco have issued their plan to shutdown the damaged Fukushima nuclear plants within a set timetable. The plan includes a temporary cover with a view to reduce offsite radioactive releases during that time period.
Which validates the approach set out here.
Does the Tepco plan also address the groundwater problem in the event of a meltdown that escapes containment?
Is it not time for the someone with more authority to take over? The IAEA tell me that it is not within their remit or competence, but of the bewildering array of international nuclear energy institutions, you might think there were experts with more expertise and competence than Tepco are showing.
