Looting is not necessarily a crime

A super typhoon has hit.

You home is a wreck. 
Your town is a wreck. 
You have not eaten for two days. 
The only water to drink lies on the soil in puddles. 

That pile of rubble there used to be a supermarket. 

Under the rubble is water and food.

If you take those goods, you are a looter.

Looters tend to get shot in a state of emergency.

This is absolutely insane and unjust.
