Buy Afghan Opium Now. Buy! Buy!

Good news! A think tank, the Senlis Council, http://www.senliscouncil.net/modules/Opium_licensing are proposing poppy licensing. This will decriminalise poppy growing, and allow UN agencies to buy up the whole crop, turning some into medicines, and destroying the rest. Advantages:
1 the poppy growers get to live.
2 addicts in the west get their supplies legitimately, without having to push the drug onto the next generation of victims.
3 criminals and terrorists lose a funding source.
