Global Warming, C&C, Simpol, DEFRA and LDCs

I have just had a long phone conversation with a civil servant at the Global Atmosphere Division at DEFRA about C&C and Simultaneous Policy. She said that Contraction and Convergence is on the table (with the Brazilian proposal, Multistage, Tryptich &c) at the UN preparatory conference in Bonn, and will be there at the plenary UN Conference on Climate change in Nairobi in November. Negotiations are difficult not just because of USA and Australia, but also because developing countries are tending to sit back and say, "Well you caused the problem, you sort it out".

Which is understandable, but not helpful.

I suggested that the UK should concentrate on picking up a really poor country like Mozambique or Somalia, and going in big time with solar technologies, showing how green economic growth (everyone is worried about not being able to grow) can push an economy forward.
